CapitolA veteran lawmaker is proposing an AI council that would promote the technology and monitor its threat to the “liberty, finances, livelihood, and privacy” of Florida citizens.

Sen. Joe Gruters, R-Sarasota, filed SB 972 on December 15. There is no House companion, and the bill has yet to receive committee references.

The measure would create an “Artificial Intelligence Advisory Council” within the state Division of Management Services.

“The purpose of the council is to study and monitor the development of artificial intelligence systems in state government,” according to the bill.

At the same time, the bill would bar local governments from enacting AI regulations.

The advisory council would consist of four lawmakers chosen by House and Senate leaders, and four experts — on ethics, law enforcement use of AI, constitutional and legal rights, and public policy — each chosen by the governor.

The measure would require the panel to create an AI ethics policy and compile an inventory of how state agencies and departments are deploying AI technology.

Volunteers on the council would be charged with recommending AI-related policies that ensure Floridians are “free from unfair discrimination caused or compounded by artificial intelligence systems.”
